管控成本强规范 服务经营促发展——集团召开工程招标管理工作例会

 11月(yue)3日(ri),集(ji)团召开(kai)工(gong)程(cheng)招(zhao)标管理季度工(gong)作(zuo)(zuo)例会,会议就三(san)季度以来集(ji)团各公司工(gong)程(cheng)项目招(zhao)标、设施设备及服务采购(gou)招(zhao)标以及合同签订工(gong)作(zuo)(zuo)的复盘情况进行通报(bao)。

 会上,招标(biao)办公(gong)(gong)室通(tong)(tong)报(bao)了三季度全集团招标(biao)项目总体(ti)情况,分享了仓(cang)储公(gong)(gong)司(si)生(sheng)鲜事(shi)业部和物流公(gong)(gong)司(si)配送(song)服务招标(biao)效果(guo)的(de)典型案例(li),指出(chu)各(ge)公(gong)(gong)司(si)在招标(biao)需求的(de)科学(xue)性和精准性有待(dai)完善、招标(biao)结果(guo)运用有待(dai)加强以及相(xiang)关公(gong)(gong)司(si)制度执行(xing)力有待(dai)提高等方(fang)面存在的(de)问题及改(gai)进措施。审(shen)计(ji)(ji)部对三季度工程审(shen)计(ji)(ji)情况进行(xing)通(tong)(tong)报(bao),重(zhong)点对工程项目竣工后(hou)报(bao)审(shen)滞后(hou)对审(shen)计(ji)(ji)质(zhi)量(liang)带来的(de)影(ying)响和管理(li)风(feng)险(xian)进行(xing)了分析,并提出(chu)了改(gai)进意见。

 会(hui)(hui)议还请集团企业(ye)管(guan)(guan)理部(bu)对前期各公(gong)司合(he)同(tong)(tong)档(dang)案管(guan)(guan)理的(de)规(gui)范性、合(he)同(tong)(tong)文本的(de)合(he)规(gui)性、合(he)同(tong)(tong)审批的(de)及时(shi)性以(yi)及合(he)同(tong)(tong)要(yao)素的(de)完备性开展现(xian)场检查(cha)的(de)情况(kuang)进(jin)(jin)行了通报(bao),就检查(cha)发现(xian)的(de)问题(ti),通过以(yi)会(hui)(hui)代训的(de)形式(shi)宣讲了合(he)同(tong)(tong)管(guan)(guan)理相(xiang)(xiang)关要(yao)求(qiu)及改进(jin)(jin)建议。同(tong)(tong)时(shi),招标办公(gong)室就当前住建部(bu)关于(yu)施工资质改革的(de)相(xiang)(xiang)关内(nei)容向(xiang)参会(hui)(hui)人员(yuan)进(jin)(jin)行了介绍,帮助与会(hui)(hui)人员(yuan)及时(shi)掌握(wo)国家相(xiang)(xiang)关政策要(yao)求(qiu)。

 集(ji)(ji)(ji)团分管(guan)(guan)领导(dao)尹书(shu)记从成本(ben)控制、规(gui)范(fan)管(guan)(guan)理(li)(li)(li)(li)、提高效率方面对(dui)(dui)下(xia)步(bu)集(ji)(ji)(ji)团工(gong)(gong)程(cheng)(cheng)(cheng)项目(mu)的(de)(de)(de)招(zhao)标(biao)(biao)(biao)(biao)和审(shen)(shen)计工(gong)(gong)作提出(chu)了要(yao)(yao)求:一是加(jia)强部门之间工(gong)(gong)作的(de)(de)(de)统筹协调性(xing)(xing)。集(ji)(ji)(ji)团招(zhao)标(biao)(biao)(biao)(biao)审(shen)(shen)计部要(yao)(yao)与各(ge)公(gong)(gong)(gong)司(si)在(zai)工(gong)(gong)作上加(jia)强上下(xia)联动(dong),加(jia)强信(xin)息沟(gou)通,针对(dui)(dui)招(zhao)标(biao)(biao)(biao)(biao)项目(mu)中(zhong)(zhong)技术和合(he)规(gui)问(wen)题(ti)(ti)加(jia)强研究,及(ji)时(shi)快速(su)处理(li)(li)(li)(li)解决,最大限(xian)度(du)提高效率。此(ci)外,各(ge)公(gong)(gong)(gong)司(si)要(yao)(yao)提高所在(zai)公(gong)(gong)(gong)司(si)OA办(ban)公(gong)(gong)(gong)的(de)(de)(de)审(shen)(shen)批(pi)时(shi)效,尽(jin)可(ke)能减少因流(liu)程(cheng)(cheng)(cheng)影响各(ge)类合(he)同签批(pi)滞后(hou)的(de)(de)(de)现(xian)象。二是加(jia)强招(zhao)标(biao)(biao)(biao)(biao)工(gong)(gong)作管(guan)(guan)理(li)(li)(li)(li)的(de)(de)(de)规(gui)范(fan)性(xing)(xing)。各(ge)公(gong)(gong)(gong)司(si)负(fu)责招(zhao)标(biao)(biao)(biao)(biao)、审(shen)(shen)计管(guan)(guan)理(li)(li)(li)(li)职能的(de)(de)(de)部门要(yao)(yao)对(dui)(dui)本(ben)公(gong)(gong)(gong)司(si)的(de)(de)(de)制度(du)流(liu)程(cheng)(cheng)(cheng)进行梳理(li)(li)(li)(li),对(dui)(dui)照(zhao)集(ji)(ji)(ji)团的(de)(de)(de)制度(du)要(yao)(yao)求,以(yi)出(chu)现(xian)的(de)(de)(de)问(wen)题(ti)(ti)为(wei)导(dao)向(xiang),检视所在(zai)公(gong)(gong)(gong)司(si)招(zhao)标(biao)(biao)(biao)(biao)管(guan)(guan)理(li)(li)(li)(li)和工(gong)(gong)程(cheng)(cheng)(cheng)项目(mu)合(he)同管(guan)(guan)理(li)(li)(li)(li)的(de)(de)(de)规(gui)范(fan)性(xing)(xing)和合(he)规(gui)性(xing)(xing),进一步(bu)完(wan)善招(zhao)标(biao)(biao)(biao)(biao)及(ji)工(gong)(gong)程(cheng)(cheng)(cheng)审(shen)(shen)计管(guan)(guan)理(li)(li)(li)(li)规(gui)定;集(ji)(ji)(ji)团及(ji)各(ge)公(gong)(gong)(gong)司(si)要(yao)(yao)进一步(bu)做(zuo)好(hao)工(gong)(gong)程(cheng)(cheng)(cheng)项目(mu)的(de)(de)(de)档案(an)管(guan)(guan)理(li)(li)(li)(li)工(gong)(gong)作,按照(zhao)内(nei)控管(guan)(guan)理(li)(li)(li)(li)要(yao)(yao)求,全(quan)面整理(li)(li)(li)(li)工(gong)(gong)程(cheng)(cheng)(cheng)项目(mu)各(ge)类信(xin)息资(zi)料(liao),持续规(gui)范(fan)做(zuo)好(hao)项目(mu)的(de)(de)(de)台账管(guan)(guan)理(li)(li)(li)(li)工(gong)(gong)作,不(bu)断提高内(nei)部职能部门的(de)(de)(de)规(gui)范(fan)化管(guan)(guan)理(li)(li)(li)(li)水平。三(san)是加(jia)强招(zhao)标(biao)(biao)(biao)(biao)申报(bao)工(gong)(gong)作的(de)(de)(de)精(jing)准(zhun)性(xing)(xing)。各(ge)公(gong)(gong)(gong)司(si)要(yao)(yao)以(yi)仓储公(gong)(gong)(gong)司(si)生鲜事业部和物流(liu)公(gong)(gong)(gong)司(si)配(pei)送服务招(zhao)标(biao)(biao)(biao)(biao)案(an)例为(wei)标(biao)(biao)(biao)(biao)杆,及(ji)时(shi)总结(jie)和梳理(li)(li)(li)(li)以(yi)往工(gong)(gong)程(cheng)(cheng)(cheng)项目(mu)实施(shi)和设备使(shi)用(yong)过程(cheng)(cheng)(cheng)中(zhong)(zhong)的(de)(de)(de)相(xiang)关情况及(ji)问(wen)题(ti)(ti),仔细推敲和琢(zhuo)磨相(xiang)关参(can)数、清单、性(xing)(xing)能等变化要(yao)(yao)求,并(bing)运用(yong)于新(xin)一轮申报(bao)招(zhao)标(biao)(biao)(biao)(biao)需求中(zhong)(zhong),力求精(jing)准(zhun)化、具体化。项目(mu)审(shen)(shen)计结(jie)算资(zi)料(liao)申报(bao)尽(jin)可(ke)能以(yi)项目(mu)为(wei)单位(wei),实行集(ji)(ji)(ji)中(zhong)(zhong)申报(bao),以(yi)便审(shen)(shen)计部门集(ji)(ji)(ji)中(zhong)(zhong)审(shen)(shen)计,全(quan)面及(ji)时(shi)有效地掌握(wo)项目(mu)投入(ru)成本(ben),不(bu)断提高审(shen)(shen)计工(gong)(gong)作效率和工(gong)(gong)作质量。
